OAK RIDGE ROWING ASSOCIATION CLUB RULES AND STANDARDS

1)    Members failing to observe the rules and guidelines shall be subject to disciplinary action by the Board.

2)    The basic rules of rowing safety and club conduct must be followed.

3)    Unsportsmanlike conduct or conduct detrimental to the reputation of the Oak Ridge Rowing Association, abuse or irresponsible use of equipment, disrespect or disregard of other rowers, or obscene or belligerent language toward other rowers, rowing officials, or Association members will not be tolerated. Offenders shall be warned and continued misbehavior shall be subject to action by the Board of Directors. Continued offenses may result in loss of all Association privileges, and forfeiture of all fees paid. Disciplinary action by the Board may be taken in addition to any action of the USRA.

4)    Members (including coxswain) must sign in and out in the monitored logbook provided this includes rowing private equipment and Association equipment.

5)    Absolutely no rowing of club equipment is allowed 15 minutes or more before sunrise or 15 minutes or more after sunset without a coach present.

6)    No rowing in club equipment if the far bank of the river is obscured by fog.

7)    Sign-up sheets are available for practice with priority given to the first one signed up (paid-up rowers only).

a.     Boat reservation is for 90 minutes, and may be made for a period no longer than one week in advance.

b.     If reserved boats are not in use within 15 minutes of the reserved times, then the boat becomes available to others.

c.     If a boat leaves late, it still must be returned within 90 minutes of the original signed-up time.

8)    Please observe the rowing "lanes" up and downstream. Right hand rule applies while rowing on the Clinch River.

9)   Rowing on the racecourse is permitted in the downstream (railroad bridge to embayment) direction only. Rowing upstream along the racecourse (railroad bridge to embayment) is permitted along eastern bank. Crews must yield to crews traveling downstream.

10) Rowers and coaches will be attentive to, and obey the safety rules and guidelines provided by USRA and posted in the ORRA boathouse. Site and season specific rules may also be posted.

11) A program description for a proposed group use of equipment for an extended time should be present to the Board for approval. Approval of the proposal will be required before starting the proposed program.

12) Club equipment is available to all paid-up rowers on an equal basis regardless of any private equipment owned.

13) All club equipment must be cleaned after use, and any equipment damage must be recorded in the logbook.

a.     It is the duty of the Rowing Chair and Coach to review the logbook for damage reports and to schedule repairs.

b.     All rowers are responsible for having equipment in good rowing condition upon leaving the boathouse or dock.

14) Equipment found not to be in good repair should be reported and may not be used.

15) The Rowing Chair or Coach must approve use of Association equipment away from the Oak Ridge Marina in advance. Such use is bound by the guidelines described herein.

a.     When transporting equipment to regattas, first priority for trailer space shall go to club equipment.

b.     Loaning of equipment to other clubs shall be handled on a case-by-case basis at the discretion of the ORRA Coach.

c.     Members are strongly encouraged to resolve any conflicts over equipment use among themselves, realizing that additional crews have the right to the equipment also. The following rules are to be used when conflicts cannot be resolved:

·      Sign-up sheets for equipment shall be made available for each regatta. Reservation of equipment must be made at least two weeks in advance. If a conflict exits, then use priorities shall be established by the following:

1.     Crews consisting of ORRA rowing members only shall always have priority over crews with one or more non-ORRA rowing members.

2.     For conflicts within the same event, priority shall be determined by a coin toss, except in the case of national and regional championships. For these regattas, the fastest crew gets its choice of equipment.

3.     For conflicts between separate events, the Rowing Chair or coach shall decide the priority, considering any consequences the decision may have on club points, etc.

4.     If a conflict occurs within two weeks of the regatta, then priority shall be given to the crew with the earliest reservation date.

5.     For conflicts that cannot be resolved by the above rules, the Rowing Chair or Coach is to decide on the priorities.

d.     Individuals or crews using equipment in this regard are responsible for the rigging and de-rigging, transportation, loading, unloading and re-rigging of the equipment they intend to use.

e.     Arrangements for insuring the secure transportation of equipment must be made with the Rowing Chair or Coach before departure.

f.      The Rowing Chair and Coach will determine qualification requirements. ORRA shells will be divided into three usage classifications:

·      Classifications Equipment  

1.     (A)- Training boats intended for beginning rowers who have been rowing for less than one month.

·      Blue Ocean Shell  

·      Blue Alden single  

·      Blue Alden double  

·      Schoenbroad eights (Wheat)  

·      Schoenbroad eights (Roberts)

2.     (B)- Narrow Boats, intended for recreational, intermediate and advanced level rowers who have been rowing for more than one month.

·      Pocock single   

·      6 Club Peinert singles  

·      2 Hurka singles  

·      3 wood/fiberglass Kaschper pair/doubles  

·      Kaschper four (Scarborough)  

·      Kaschper fours (Masters '88)  

·      Vespoli four - Performa (Big Ed)  

·      Kaschper eight (Ames)  

·      Kaschper eight (Volunteer)

·      Vespoli "C-Hull" eight Performa (Enterprise)  

·      Vespoli "C-Hull" eight Performa (Lockett)  

·      Vespoli "C-Hull" eight Racer (Buck)  

3.     (C) Competitive boats intended for skilled and highly competitive rowers planning on racing.  

·      Kaschper Carbon/fiber double  

·      Vespoli four (Hoss)  

·      Vespoli "D-Hull" eight - Performa (Venus)  

·      Vespoli "D-Hull" eight - Racer (No-Name)  

·      Vespoli "D-Hull" eight- M2 (Ginger)

16) Members who wish to participate in rowing without the supervision of a coach or instructor must be certified to sweep row or to scull according to the following rules:

a.     A certified coxswain is required in all boats going out to row on their own.

b.     Junior coxswains who have paid their junior program fees may be used to cox other club boats on a year-round basis without having to pay additional fees.

c.     Coxswains must demonstrate ability in the following items:

·      Cox shell to docks and back into boathouse safely,

·      Proper navigation of waterway,

·      Cox crew to railroad bridge and back,

·      Turn the boat in place,

·      Back the boat straight,

·      Scull boat sideways,

·      Hold water and stop boat.

d.     Sculling in Class A Singles: Requirements for Class A singles will be to accomplish the following maneuvers in a Class A shell:

·      Launch and land boat safely, without help from outside the crew,

·      Fall out of boat and get back in (either from the water or by swimming the boat to shore); and row back to the dock,

·      Row to the railroad bridge and back,

·      Demonstrate these three skills: turn the boat in place, back the boat straight, and row forward and stop the boat.

e.     Sweep Rowing Class A or Class B: Rowers must demonstrate: Sweep Rowing Class A or Class B: Rowers must demonstrate:

·      Proper handling of equipment

·      Proper rowing technique,

·      Row to railroad bridge and back,

·      Turn the boat in place,

·      Back the boat straight,

·      Scull boat sideways,

·      Hold water and stop boat.

Exception: An individual who is not a certified sweep rower may row in a four or quad provided there is at least one ORRA certified sweep rower in the boat. Preferably there would be two certified rowers in the boat.

f.      Sculling in Class B Singles: Requirements for Class B singles are the same as for Class A singles,

·      Except that the shell must be carried to and from the dock with no help from others.

f.      Sculling in Class A or B Doubles and Quads: Requirements for Class A and Class B team sculling boats will be to accomplish the following maneuvers in a Class A or Class B shell:

·      Launch and land boat safely, without help from outside the crew

·      Fall out of boat and get back in (either from the water or by swimming the boat to shore); and row back to the dock.

·      Row to the railroad bridge and back, d. Demonstrate these three skills: Turn the boat in place, Back the boat straight, and Row forward and stop the boat It should be noted that a person who is certified to row in a double or quad is not automatically certified to row in a single.

Exceptions: An individual who is not certified to row in team sculling boats may row in a double or quad provided there is at least one ORRA certified sweep rower in the boat. Preferably there would be two certified rowers in the boat.

g.     Requirements for Class C boats are:

·      If new to rowing: Row for one year certified at level B (minimum 150 hours on the water), have approval of rowing chair and coach, and be in training for a race scheduled to occur within the next three months.

·      If already experienced: Complete certification in class B boat, row for one month in class B boat. (20 hours minimum), have approval of rowing chair and coach, and be in training for a race scheduled to occur within the next three months.

Exceptions: at the discretion of the coach and rowing chair exceptions will be considered.

h.     Guest use of equipment: Experienced rowers who are personal guests of ORRA members may use ORRA equipment or private equipment five times during a given year at no charge to the guest or members.

·      If damage occurs to a person who is using equipment while the equipment or people not certified for this use, the member(s) involved will be financially responsible for the damage.

·      The hosting member is responsible for any and all actions of the guest, including damage to any club equipment or property.

·      A guest who wishes to row more than five times will be required to join ORRA in full. The hosting member must make arrangements with the coach or the rowing chair so that the guest can complete appropriate forms and an abbreviated certification test (for club equipment only). Once certified in this manner, a guest will be considered to have permanent certification on club equipment at the given level (only A or B is possible for guests). 

BOAT STORAGE RULES

1)    The Association shells have priority on storage space in the Association boathouse. The Boathouse Manager and Rowing Chair reserve the right to move equipment inside of boathouse. notice will be given to members when private equipment will be handled.

2)    Non-payment of the Association Boat storage fee may result in the removal or sale of shell for recoup of lost storage fees.

3)    Association liability insurance covers association equipment only. Privately owned shells are not covered under association insurance coverage members with shells stored in boathouse or transported on Association trailer are encouraged to have personal insurance for their equipment.

SCHOLASTIC ROWING PROGRAM GUIDELINES

1)    The only Association membership available to individuals currently enrolled in high school grades 8-12(those who have not graduated) is the junior program (team) membership unless otherwise approved by the Board of Directors of the Oak Ridge Rowing Association.

2)    Management and administrative activities, and disciplinary measures not specifically addressed in these guidelines are the full responsibility of the coaches. The rules for the scholastic rowing programs are in addition to the general rules and standards of ORRA and in no way supersede or replace them.

3)    A plan for the scholastic rowing program will be submitted by the Head Coach to the Board of Directors for review and approval prior to the commencement of any rowing or training activities.

4)    The Board of Directors prior to the start of the programs will set fees annually. Families with children participating on the Junior Team must also pay equipment, coach's, and summer camp fees (as appropriate) along with the necessary regatta entry fees, travel and/or food expenses for each participant. Families not members of the Association with Juniors participating on the Junior Team are required to pay an additional Program Fee approved by the Board of Directors.

5)    All travel to and participation in all rowing activities conducted at sites away from ORRA must be approved by the Board of Directors and must be responsibly chaperoned.

6)    The use of alcohol, tobacco and illegal drugs by members of the scholastic rowing programs sponsored by ORRA is strictly forbidden during all rowing activities. Parties judged to be in violation of this rule by the coaches, chaperons, or ORRA officers will be suspended from the program. Reinstatement is at the discretion of the coaches and the Board of Directors.

7)    All participants in the scholastic rowing program must know how to swim.

8)    Members of the scholastic rowing programs who are also full club members are not permitted to sign-out in advance fours or eights for weekdays when there is a regularly scheduled practice session.

9)    Junior-age rowers desiring to scull without adult supervision must:

a.     Be at least 16 years old,

b.     Have approval to row alone from their parents, the rowing chair, and the coach/manager.

c.     May only row between the railroad bridge near the restaurant and the 2000m finish line tower.

d.     Rowers under age 18 may not sweep row outside of the junior program unless they get prior approval from the ORRA coach or an approved adult accompanies them over age 21.
